OOC: A Study of Fleur

You have been in the bar for a little over a week. Lots of friendly people interact with you both in game and out have game. You have quickly discovered, why yes, they are all insane, and this does not both you. Good for you!
And now...there's this blond woman witch thing trying to interact with your character and she's getting hands-y. WTF?
"ALL I CAN READ IS OUIOUI ARG WTF?!?!"
Just smile, nod, and if you are too terrified, have your character stare like a deer in headlights. She'll get bored and wander away. And the player will apologize profusely for scaring you because she is really very polite.
From canon, I have been able to gline this:
Fleur is a snotty student from Beauxbatons that was seventeen in 1994. She is part veela (her grandmother was a veela) in some way. Harry Potter thinks she is a quarter veela, but it has been shown that his viewpoint is flawed and, well, no one in authority ever says that she is only a quarter. She has a younger sister that is the "thing she would most miss", and her mother is very blond.
And she's extra pretty.
In OotP, a drop away line says that Fleur is working for Gringotts in London, and dating Bill Weasley.
Um, that's all canon says about her.
Veela themselves are said to be beautiful women that can seduce you...somehow. With their voice or their mere presence is assumed, but it is never really explained. They can also turn into "bird-like" creatures and throw fireballs.

Before I applied to the game, I did a little scuttling through the Harry Potter fandom. And guess what I found?
1) Fleur is the queen of Mary Sues, ruling equally along side Ginny Weasley (This was from a quick read-through, mind you).
2) That Fleur/Percy is the most popular het pairing for her, but fanfic says she likes girls.
3) Lots of (bad)fic says that Fleur has yellow eyes and can throw around fire.
So, using canon and these three things, I made the shallow model of Fleur. With the exception of the tongue thing, all of her physical attributes are taken from fiction for the sole purpose of mocking them. She was supposed to be a 2D character that just made snotty comments. Ehehe, she didn't stay that way.
She developed into this very loving, helpful (if insane) member of the game that wandered into confrontations, fucked with other characters' heads, and somehow, wandered back out unscratched and with a new friend. ...I still don't get it.
I don't think I've built her so she could physically be only a quarter-veela, but that's what she is, so it is possible. Don't argue with me; wizards don't believe in genetics.
Since I had no reference whatsoever for her "veela form" (that's how it was described when I read, that's how it got described when I wrote), I was always very vague on what she looked like with wings. I like to think she is bipedal like something ala Gargoyles, but from the brief description Rowling gives us, I have no idea. She is scaly and terrifying to look at because SCARY!
Rowling wrote a book about blood purity, so I played with it. Fleur is impure, and therefore, is neither a Dark Creature or a true witch. (The same argument could be used on werewolves, I think, but I've discussed none of this with Nny, so werewolves don't exist right now lalalala.) Her "veela form" is like that of an Animagus'. She really does look like a beautiful young woman. The wings are just like an extra surprise, like candy or a penis. It all depends on how you look at it.
Now, as far as flying is concerned...she doesn't actually fly. The lift is all magic, and she uses her wings to steer. If she had no magic, she couldn't fly. Why? Because she's too human. (Answers that argument! Wheeeee!) That's how I justified to myself her tendency to walk on water. Not that different from the charms she uses to help her fly.
I think that's all the important things that needed to be answered that never have been. I'm sorry that took oh nine months to post.
